Adhesive Recommendation - Urgent

We typically use 3M77, 3M90 or 3M10 on cloth installs when the slate doesn't have wood backing.
All 3 of these are classified as Hazardous for shipping purposes.

I have to ship (to an Overseas Address) 24 cans/tubes of something to install cloth and the buyer can't wait for ocean freight.

Have you used something that is Not aerosol that works and is not considered Hazardous?
Recommendations?

doublesided tape for the sort term....lol

I believe all glues are hazardous because they are flamable. Maybe some glues didicated for school use might be safe ????? all ask around and look around for you see what i find out.

I think the water based adhesives are ok to ship by air.
Just thinking someone may have used something non-aerosol and not flammable that actually worked

But...they're not worth squat for installing the cloth on the slate...I've used just about every kind of glue out there...and always end up back with the Scotch Grip Neutral 10 for slates, and Spray 77 for bar table rails.

Yea I already did that - spoke to 3M in Dusseldorf Germany (which is where the buyer is) and put buyer in touch with them but the adhesive is actually going to Afghanistan. Apparently running into the same problem that they can't ship it by Air from Germany either.

3M sells and distributes in Afghanistan as well, tell the buyer to contact 3M...problem solved.

Tried that. According to 3M their closest facility is in Karachi Pakistan. Nothing in Kabol, Kandahar or elsewhere in Afghanistan (except mountains). Trust me, I've tried all the reasonable back doors which is why I'm looking for an (shippable) alternative adhesive. We just sent 60 cuts of cloth over there and trying to assist the end user with a source for glue that will work.

*That double stick tape is starting to sound better, lol.
 
Call Scott at Global Billiards, they've shipped container loads of coin operated pool tables to that area in the past...might have something heading that way soon.
