My question is can I multiple 360 degrees by 200 to get 200 rpm on that to use as a turner.

Hey Joey, they call them lathes. Just kiddding.
Any way , It depends on the rapid with the rotary head. I don't know of any that will run 200 rpm allday long.
The other option is to get a work head for a lathe to drive it for tapering shafts and have the powered rotary head connected to the back end of the lathe head. You just need a to make something to engage or disengage the rotary head. Something with a taperd pin on one point so it always keeps the index position. Then as long as the driver dog or what ever you use to drive the cue is in place, you can turn and do inlays , maintaining your radial orientation.
Just a thought. Neil

I'm guessing that's a little ambitious. That's the thing I like about the way Unique does it. They use two different drives on the same axis. For indexing, engage the worm/stepper setup, for turning, disengage that and use the belts and pulleys.
