Another Question: 15th ball on the the foot spot

There is no box for when the 15th ball is on the foot spot (the empty spot in the 14 ball rack).

Does it get racked with the remaining, pocketed 14 balls?

My understanding (from others teaching me the game) is that when the 15th ball is on the foot spot it is considered "in the rack".

Yes. Except for two situations.

If the cue ball is in the rack also, all 15 balls are racked and the cue ball is in hand in the kitchen.

And... if when you go to spot the 15th ball up on the head spot you find that the cue ball is already there, blocking your ability to spot it, you then would put that 15th ball in the center spot.
