Looks like a 70's/80's Import/Chinese cue.

Still could be an import cue. But I still would not give up being say a Rich Cue until someone like manwon sees it. I think he is really good at guessing these type cues.
The wrap screams import though.

Here is a Rich cue from a thread on this site to compare the joint and butt.

Look at the point closely. There are chips in the black that show the lighter wood underneath, meaning they are painted and not inlayed. I could be wrong since all I have to go on is the pics.
