I think maybe spliced rather than cnc inlays. Or perhaps a judgement that the high points don't seem to line up perfectly. Perhaps distinguishing because the diamonds have rounded edges and not the points.
 
The diamonds are likely pantographed or CNC inlaid. The points look to be v-groove, not flat bottom. With the radial pin, it can't be too old, so that narrows it down.

Those diamonds aren't symmetrical, I don't know how phantograph works but I'd rule out CNC on them

Maker glues the joint collar pack on backwards right before he cut those pockets and inlays. Looks like he used a bit instead of a router and carbide 6 wing on the final taper pass. Probably wouldn't sign it either.
 
The points look fairly even to me, a typical hi/lo design. The diamond inlays look fine. They are sized appropriately for the points, small diamonds in short points and large diamonds in long points. The joint collar may not be backwards at all. It may be that the shaft collar is a single black band, sized appropriately to locate the silver ring in the center when the shaft is screwed on. It's actually quite clever in the case that the owner wanted to use after market shafts such as a Predator or OB that come with a solid black band.

As for who made it, I have no idea. It looks to be well made, and well used. I have no clue how anybody could tell what cutter type he used at any stage of the build, except that the inlays likely were done with a panto mill. I only guess that because they look like a common diamond pattern seen with panto work. Overall, nice cue.

Sharp points can be and commonly are made with CNC. Different technique but still CNC.

A CNC can cut a V groove for sharp points. What makes so many people think this isn't true?
