They're great for close jumps - a balls width or less, even down below a chalk width. It makes it easy to clear a full object ball and get the cue ball down quickly. Comfortably, I can get the CB over a full ball about 2 diamonds away on a 9ft table. The CB will generally land just short of 4 diamonds. Anything longer than that and I'd turn to a heavier jump cue. Actually, I'd probably use a regular jump cue from two or three ball widths away if I had space on the other side of the blocking ball.
If you're interested in jumping high, these cues will also do it too. I've seen guys clear a standing rack with it.
I always wondered about this jumper myself then last weekend I ran into
a guy at a tournament that had one . From my first impression I thought it looked like some kind of little gadget or some thing it in no way resembles a pool cue . The biggest part of the handle is not much bigger than a #2 pencil and made of some non wood material .
The guy that owned it was very proud of it as he described it and how well it worked . So we made our way to an open table and I set up a jump shot at witch I failed miserably four or five times . He then says you have to hold the popper straight up and down and hit right down on the top of the cue ball dead center ! Sounded odd to me but I thought what the hey lets try it . Again I fail !
He says here let me show you how . The he failed just as bad as I did over and over again . I was very very glad I had a chance to try one without having to buy one .
Hope this helps .

Yes, that is an awesome jump cue. It's great for getting a lot of height at short distances. I don't like it for long jumps though.
Here's 2 videos I made. The fist is self explanatory. In the second one I use the Dr Popper cue for the last 2 jumps.

P.S. How do you embed a youtube video in here?
I modified mine slightly to make it a lot easier to work with. I use a nickel shaper/scuffer and I chalk it. It is very prone to miscues otherwise.
