The safes begin at 3:00 after Peach's break in the first rack.

Of course the main problem is that the 2 is a poison prize for making the 1. I think Peach should have shot the 1 straight into the 2 when he had ball in hand at 7:30. He could have parked the cue ball behind the 7 pretty easily.
