Are these Wico Veneers?

Are these Wico Veneers? Also any idea on when this cue was made, I looked through all the Viking retired cue catalogues and don’t see it in any of the catalogues.

Yes, I believe that they are. I remember Ryan from Rat Cues experimenting with the construction method once upon a time. Making those points, I believe because they are essentially "seamless," seemed to be something of a pain in the a$$.
 
I really dig the butt sleeve on that cue.

Before I knew what WICO points were, I passed on a full splice house cue with WICO points and a WICO sticker on it. Foolish me. I didn't want a cue with plastic in it.

I don't think Ryan got it, i remember him getting close but did not see any further updates. Bob Meucci is the first & only person to do it other then the people he trained that bought it from him. I believe he sold the technology to Viking.
