Get a Titlist conversion Hoppe style cue from any one of a large number of makers, and you're pretty much there. Literally dozens have been for sale here, just do a search...they come up all the time. If you want to order one direct, you can still research maker and price range through a search, too.

I do not know of anyone building cues like Rambow did. There are some making full splice with veneers, but his piloted joint method has been improved on to the point that anyone making a cue just like he did would be making an inferior joint, compared to most of todays joints. Balabushka improved the design of the piloted joint and most have built variations of the Bushka style ever since. Meucci and Harvey Martin gave us the two most popular styles of flat faced joints.

When you take into consideration how Herman built his cues I don't think that anyone today can duplicate the construction techniques he used. Herman built all his own tools or modified existing tools to do the jobs he needed them to do. Herman used construction methods like for instance putting a metal dowel through the joint collar and pin to make certain that they would never come loose. To sum it up Herman's cue were truly built by hand in the spirit and terms of the word hand made. The machines he used were far more simple than what Chris Hightower offers in his basic cue making lathe.

While most High End cue makers today would have little problem matching any design Herman made during his career, I doubt that few if any could match the techniques Herman used for construction or use similar equipment to Herman's and even get close to the same results.
