A friend reached out to me for help trying to remove a weight bolt from an old Excalibur butt to replace it with a lighter one. He got this far and couldn’t get the bolt to release all the way. Told him not to attempt to pull directly out for fear of stripping threads. Must be missing something here cause here it is…thoughts and suggestions appreciated.

Maybe screw in and screw back out a few times. May have some glue somewhere on the screw. Heat screw with propane torch to break it loose. Seems like it should come out.
 
try the torch method, if it doesn't work....make room in a freezer and leave it for 24 hrs, then try it again
 
Put some penetrating oil on the threads and let it seep in overnight. I would recommend "Kroil" but most penetrating oils will work.

Then I would try the freezer after putting the butt in a plastic bag to protect it.

Only then would I try the torch method but the torch method is that if you heat up the bolt, the bolt will expand. Also will remove moisture from the wood as well. Best to leave that method for last.
 
If it quit turning and locked up all the above is pretty good advice. If it is just turning, but not coming out any more then it is probably one of those bolts with the front thread machined off to allow it to go deeper than the tap could go. In that case just pull it out. You might need to grab the head in a vise to get the grip to pull it out.
 
If all fails just cut the bolt off and the cue will now be lighter.
Cut the plug part off the bumper and glue it back on.
Crappy hack but...........................
 
If all else fails, there's enough sticking out that you can cut off most of what's sticking out, cut a slot in the end with a hacksaw, dremel, etc. and screw it back in.
