Ball in hand rule questions

Have a couple rule questions..

Both the 15th ball and cue ball end up in the rack. 15th ball gets spotted on the foot spot, cue ball is in hand 'in the kitchen', other balls racked. Can you now shoot directly at the spotted 15th ball?

After scratch (or whenever you have cue ball in hand) can you shoot directly at a ball that is sitting right on the foot spot line or the foot spot?

Can you now shoot directly at the spotted 15th ball?I could be very wrong, but I was under the impression that if both the 15th ball and the CB end up in the rack the 15th ball is spotted on the foot spot and the cb is spotted on the head spot(not ball in hand behind the line)

After scratch (or whenever you have cue ball in hand) can you shoot directly at a ball that is sitting right on the foot spot line or the foot spot?

This is always a little confusing but the balls are racked at the foot of the table and the foot spot is at the head of the rack so the answer to your question is sure, fire away.
 
I think another foot spot/head spot confusion here. If both the cue ball and the 15th ball end up in the rack the 15th ball gets racked with the other 14 balls, the foot spot is the rack end.

On your next question, I think still mixed up between the foot/head spot line, if the object ball is on the line then yes you can shoot at it with ball in hand behind the head string..

This is correct. To make it clear: if the cueball and the 15th ball end up in the rack, the 15th ball goes to the foot spot to make a full 15 ball rack and you shoot from the kitchen. You can shoot at any ball.
 
yeah, probably have foot/head mixed up.

foot spot is where you rack the balls, the head spot is the point opposite in the "kitchen".

So in the first scenario with both the last and cue ball in the rack, you would fully rack 15 balls together and have the cue in the kitchen.

I actually had the scenario happen the other day, where the 15th ball ended up on the head spot and moved the cue to end up in the rack, therefore having the CB on the center spot. quite fun breakout :)

You can but why would you want to? Most people would play safe from there or take a flier on the corner ball back up table in the corner. If you shoot the ball on the spot you are just opening up the table for your opponent.
