Balls flying off rails when hit

I have a problem at my local pool hall there is a table I was playing on and when I hit the object ball into the rail at medium or soft speed it jumps off the rail about 6 to 12 inches into the air. I think it has something to do with the rails being so old but I would like a professionals opinion on this. Any information would be great thank you.

Im thinking it has something to do with the height, however, I am not an expert or do I have any experience. I only know that at my local pool room, the last time the tables got covered, when you would lag, the balls would hop about an inch when they came off the rail.
 
Dirty cloth, dirty balls, cushion nose height too low all contribute to ball hop.
Measure the cushion nose height for starters - should be 1 7/16

there's your number one suspect. frequently the nose is at the wrong height and/or angle
