The rules have not changed significantly since January, 2008. What you might be missing is the latest list of tournament winners.
Changes?
I keep getting the 2011 version when I renew my certification. I don't think the book has been updated to keep up with changes. I got an insert for a couple years with some changes, but no insert this year. I understand that now the BCA plays BIH after a foul on the break, but this is not what the Rule Book says. Confusing to say the least...

There is the BCA (Billiard Congress of America)
There is the BCAPL (BCA Pool Leagues).
They are NOT related.
We each have our own rule books - which are VERY similar.
BCAPL does have BIH on foul after break.
The BCA only has WPA rules.
PLEASE don't confuse people!!!

This is the BCA league not the WPA/BCA rules.
How can I tell (on the WPA website) that I am looking at the 2013-2014 edition? Also, when a new edition is authored is there a summary published of what has changed? I think that would be helpful.
