IMO Buddy Hall controls the cue ball better. He has always been known for moving the cue ball the in the ideal location for shots.

He isnt or wasnt flashy, but he always plays the right shot the right way.

I think you may be referring to "textbook" fundamentals. Textbook fundamentals are great in that they will help the majority of people become better than they were. That said, aside from mental attitude, (which is part of it), fundamentals are what you do that make you consistent. In that regard, Buddy is way ahead. Few were his equal.

Morra is not at and may never be at Buddy Hall speed. But the OP question is about fundamentals. In that case Morra is by far better. One of the most beautiful conventional stroke.
