If an object ball can bounce out of a pocket onto the surface and not count as dropped, the cue ball can too. At least that's the ruling I'm familiar with.

Florian could run around the table and get balls swirling in all four corners at once...and then have the cue go around a wine glass before making the 9.
Can never be positive, but if you look at the cloth under the balls, it looks like it's been attempted many times.
