Gus made them, but the Blue Book is wrong about Palmer producing the "bi-centennial" cues from Szamboti blanks. The idea never went into production. There might be some Palmers floating around with these blanks, but I've yet to find a Palmer with these colors that I thought was a Szamboti forearm (the Adam and KPS produced forearms are often mistaken for these non-existent cues).
