It was Hohmann's second foul. Forgive me if this isn't on point. I wouldn't think there would be a different rule in place for that match, but I may of course be mistaken.

It's said that touching an object ball without crossing the line intentionally is an unsportmanlike conduct. Since he didn't hit an object ball, the rule doesn't apply.
I'm not saying it's a good shot, just saying that this situation isn't covered by the rules.
It's really interesting to read all the replies here, certainly seems that everything is not 100% clear between what people are saying here and the French players on Facebook.
My shot was similar to Thorsten's first foul in that video, although I used a different method to leave the kitchen and come back in (plus I had BIH to start with).
I think everyone agrees that a player does not have to shoot at the balls following a scratch if he has no shot or risks selling out, because otherwise the opponent who scratched gets an advantage! You could imagine players intentionally scratching (either directly or caroming in the CB off another ball) just to put their opponent in a tricky situation, which would be farcical.
However, I don't think anyone wants to see a player in the BIH situation tap the CB one inch to corner-hook the opponent. BTW doing that may be easy for some players, but I can certainly picture myself unintentionally scratching by attempting it! So it's kinda a risky shot to take in itself. If you pull it off however, the opponent is going to be in a pickle and kicking at the balls. Whether that is fair or not I can't really make up my mind on that.
Another solution I thought of would be that when a player scratches in 14.1, the opponent has the choice to either take BIH in the kitchen OR force the player who scratched to take BIH in the kitchen. In that scenario, the CB would have to leave the kitchen. It would make the number of innings uneven between the two players, but could take away the grey area we seem to have.
