Billiards cue tips.....which is best for playing Billiards ?

Why do snooker cues have a small tip then and a VERY stiff Ash shaft? There has to be some general "softness" (or hardness!) of a tip that is perfect for hitting those heavier balls in Billiards? It appears that the Billiards cue shaft is generally a constant taper and around a 12mm tip size and the whole cue around an inch shorter than one used to play pocket billiards (pool).
