Feijen made a ball on the break (without fouling) only 4 of 10 breaks (40%). Van Boening was tops in this regard, breaking wet on 8 of 12 (67%). Feijen did have 2 B&R's, although 1 of them was a 9-ball on the break.

I agree. If the purpose of this rule is strictly to prevent soft breaks, then, with today's technology, they could just set a minimum break speed.
