Called Safeties in 8-Ball & 9-Ball while Pocketing a Ball

Well, I still have to wonder what problem you're trying to address by considering such a rule change. What's the end-goal? Are we trying to make pool less lucky? Is standard 9ball less popular now? What are players' biggest complaints? What are host-rooms' biggest complaints?

The thread questions were more of a "what do you think the rule should be for 9-ball/10-ball and 8-ball in general to play at those games at their best." The additional information of if it's a tour, league or tournament was intentionally left out as adding other elements may sway a person's true belief on how the game should be played. In a nutshell Jude, if you were playing 9-ball/10-ball & /or 8-ball, what rule do you believe to be the fairest rule for the game's integrity?
 
No, you can't do that in 1-pocket. But you can achieve essentially the same result by (1) pocketing your ball and then (2) taking an intentional foul by tapping the cue ball. Rarely would you want to do that, though. The only difference would be that in my situation you would be on one foul.

you have to spot a ball and you loose the ball you scored - you could
achieve exactly the same thing by playing a safety - but that wasn't the
point of my example.

If it helps, think Snooker - you can not call safe, legally pot<pocket> a ball, then force your opponent to shoot.

I think the rule for calling a safe and potting a ball in 8 ball is just fine. I do however find it interesting that whenever I watch a pro match on youtube I never see a player safe and pot in 8 ball. Maybe the rules they use are different. Most of the time they just run out though.

Actually, in the finals of the 2006 IPT event, I seem to recall that Rodney Morris did this -- called safe on one of his balls and pocketed it, effecting a nearly perfect safety on Efren Reyes. But Efren kicked his way out of it, made his ball, and continued to run the rack out.

You're right, though -- most pros won't do this, unless it's a last resort. They'll either play a safe without pocketing a ball, or just run out. (If they could see the ball to pocket it, why not just run out, unless all the rest of the balls are tied-up and there's a distinct advantage to playing the safe?)

By allowing the incoming player to have an option to shoot after a ball has been pocketed in a non-designated pocket, you are heavily favoring the stronger player (in comparison to standard 9ball rules). By forcing the incoming player to shoot when a ball has been pocketed in a non-designated pocket, you are favoring the weaker players.

Call-shot 9ball inherently favors stronger players so if you're going to be consistent, you would have to go with the option to shoot after pocketing a ball on a safety.
