Not because it can't be done, but because it would change the hit.

The word "hit" is very subjective. It means different things to different people. Just keep in mind that if you change something like a shaft taper, there are other things that will change also.

If you take the whole taper down more than half a mm you'll feel a difference in hit. If you take the tip and ferrule down then smooth the taper out (like a z shaft) the hit will barely change. As long as you keep the change around 1/2 mm, the new taper shouldn't affect you either. What kind of shaft? I play with a Pechauer that I turned down to 11mm, with a regular long pro taper (a no-no to most players) but it still hit's great and is not overly whippy. But I attribute this to the density of Pechauer's shaft wood (was 5.4 ounces at 13mm!!). I have a semi low end Lucasi for breaking and jumping, and the 13mm shaft on that would play horribly if turned down at all (it already produces more squirt and vibration than my 11mm). So it really depends on the wood density and taper. Some snooker cues are around 9mm at the tip but hit very stiff due to their conical taper.
 
probably not advisable to take it down too much as it's hollowed out for LD.

perhaps you can find out from mezz or "ask the cuemaker" how much you could take it down without damaging it.

p.s. i expect the hit to get a little firmer if you take it down, which imo is a better hit.
