Terry, are these more of a matte finish?
 
For Dave38 - no fill, blank tubes. They need ferrule section (vault plate) and joint section made and installed. Also they need fill, primarilly for noise reduction and weight adjustment. Fill can be foam of some sort, or other materials. There is a discussion of other materials being used in the "Ask the Cuemaker" section.

For Joey in Cali - The tubes are not the same diameter at the center as they are at the tip. They have what is usually referred to as a "Pro taper". Beginning at the tip and gradually increasing for the first 16-18", then changing to another taper to within
4-6 inches of the joint, then changing taper again to the joint. If you would like I will conduct some measurements tommorrow. Each of the different tip diameters will have a slightly different set of parameters.

The 13.3 makes a very good break or jump/break shaft. I have used a G10 ferrule (vault plate) and worked the weight up to 4.1 oz. The thing I like about the G10 (or phenolic also) it can be rounded for use as the break tip or left flat and your favorite break tip installed. I sell mine locally, finished out, for $300
