changing a 5/16-14 to a to a 3/8-10

One possible reason -- to be able to use that butt with other shafts he owns and likes that are from other cues with 3/8 x 10 pins.
 
No Dowel Needed

i forgot about that. i guess both. how much for just the butt pin changed and how much for both the butt pin changed and the shaft doweled and retaped

I wouldn't think that you would have to dowel the shaft to retap it to 3/8-10 form 5/16.
 
5/16 pins use an brass insert in the shaft that is bigger than 3/8. For the feel of the 3/8X10 that he is looking for the insert would need to be drilled out and a wood plug inserted.
