Chang and Feijen both have 813 points...
...but Chang is listed third....and Feijen is listed fourth.
Shouldn't they be tied for third?....or is there background info I don't have?
....like how they've done against each other.
There are more cases where players are tied in points...
It's like when you come in ninth through twelfth in a tournament....

The ratings are just truncated to integers to be less overwhelming to read

This is true. If a player continues to play, the rating tends to track current performance. But if a player stops playing then the rating will reflect the level of performance when they were last playing.
We can certainly include a requirement that a player must have played xxx games in the last yyy years to be on the list.
We just haven't done that yet.
I just texted Scott Rabon about him being 44th and he thought it was funny, considering he barely plays now.
What would reasonably be the longest gap you can play between matches and maintain a spot on the list? i.e. 4 years? Some people I've talked to believe they shouldn't qualify as a contender if they havent played in competition for 5 years and this is why I ask what is reasonable?
Where is Junior or Bastrop in this? How did David Henson get on the list. What did you use to measure his rating? Videos? Cause their are many videos of Junior and Bastrop online. I think they could be on the list. Also David Parker.
That's an interesting question, and it kind of has two answers.
Let's take Sarah Rousey as an example.
She played--that we have--several tournaments in 2010 (China Open, WPBA US, world 9-ball, and US Open (where she was supposed to play me but I stood her up!). Then in 2011 a NYC 9-ball tournament and in 2012 a BCAPL Womens Grand Master.
Her rating really reflects the way she was playing in 2010, and that's not a bad guess of how she'd be playing if she put her mind to it and started playing now. In THAT sense, that rating is the number we want for her.
On the other hand it is not unreasonable to also keep a list of currently active players. A player tends to play about 40 games per tournament give or take. So if we take as a standard 200 games in the last three years, that would be about like saying 5 tournaments in the last three years.
What do people think of that? Is that sufficient to brand player as currently active?
She's rated a 657 but isn't on the top us female list?

Minor edit: Jose Parica is listed in the USA Top 100 (#33 with 748) ...although that might be right given our citizenship standards
