Just so I understand: The Jump handle goes in the left-most 'butt slot' in the interior photo? There is some kind of filler to keep the joint of the jump handle at the same height (level) of the playing cues?

The Jump handle can go into any of the butt cavities. The custom plug which is not shown can be used in any of the butt cavities.
It can be easily modified for any height.

The extra sleeve on the left hand side is simply a single ply piece of fabric that serves to separate any two parts placed in the butt cavity.
Because our interiors are made of padded fabric dividers it is possible to get more parts into the cases than there are assigned holes. In our 2x4 size case, that is the size most commonly associated with holding 2 butts and 4 shafts, it's actually possible to put 3 butts and 6 shaft.

So, knowing this what I have started to do on some cases is to put a single piece of fabric in the cavities so that IF a person wants to overstuff their case then they can at least have some extra protection between the parts.
On Chris' case he can put his Break cue and it's shaft in the left compartment, his jump handle in the middle compartment, his playing cue in the right compartment, one shaft for the jump handle, two playing shafts, and one bridge stick in the four shaft compartments.
