I see that bowling, chess and karate are under "hobby clubs". At least the bowlers participate in intercollegiate competition.

I emailed their activities section for hobby clubs, but they said that there's no cohort for billiards.
You could try asking how such a thing might be started, since it is popular at nearby schools. You could also point out that it involves a lot more physics than some of the other clubs. My suspicious mind suspects that the person you contacted is not interested in having more work.
 
Every company day room (the Corps of Cadets are organized into 36 companies) has a 9 foot pool table, or did when I was there...the cohorts (clubs) are initiated by cadets. Hell, there's even a garage band club, I was in a band and the club paid expenses to have us play gigs all over the northeast...we only booked sorority parties. ;). There was stage equipment, amps, 16 track mixer, microphones, stage monitors, instruments, etc. We'd rehearse through the week, book some gig at an all girl's college, charge them something like $250 for the gig, play it, stay overnight (ahem!) and drive back. Didn't cost us cadets a dime. The Directorate of Cadet Activities would pay all the overhead, any money earned by the gig went back into the club. The Crime of the Century. :)

I guess cadets would need to initiate starting the club, then it would take root...

I'd give it a little more time. So far as I know, the BEF has no full time staff, and I think much of the work is by volunteers.
 
My school was happy to throw some money at the billiards club even though we only had a handful of members. (The self-appointed president used the $$ to buy nice cues for us to use, which then disappeared after his graduation, but that's a story for another time...)

As a first step you could set up a semi-casual tournament with folks from local schools in NH, MA and Maine. You could call it the Dartmouth Invitational even if you hold it somewhere else.
 
There was an intercollegiate 8 ball competition when I was in college at the Univ. of Washington. They had a large pool room there with numerous 9ft pool tables and a couple 3 cushion tables. One year a friend a friend of mine won the intercollegiate match in Montana. There was no league play however, just individual. One year I came in second at the UW qualifier and was asked to go to Montana for the intercollegiate match. I would have to pay my own way 100%. Uhhh...No. This was back in the mid 80's.
 
Esports teams have events that could support billiard clubs. Try setting up a billiards event at the next esports competition.
 
Back some years ago (could be a decade or two), Kent State Ohio had a pocket billiards team / club. They used to play other schools. I don't think it is around any longer. Probably got replaced with a StarBucks and a rock wall.
 
Mark Wilson started up the U.S. Collegiate Billiards before Covid. After Covid they stopped competing. They had about 6 colleges involved. https://uscb.us/ I dont know if these colleges are still wanting to compete
The USCBC Started collapsing when Lindenwood let Mark Wilson go, we kept competing for a short period but COVID put the nail in the coffin! We had 8 teams with 2 more joining right when it collapsed. The bad thing about this was we were picking up traction and starting to grow as there were 8-10 teams wanting in the conference. I was the coach for Missouri S&T and it was a pleasure working with all of the students from all of the colleges involved.

Mark Wilson turned his vision for the collegiate program into US Team Billiards using the same format. I am working with Mark right now to bring the USTB into my area. I am starting a league using the USTB format and using the league to create a traveling team to compete in the USTB.
