I have a jump break cue, the butt handle sections made from some rosewood and its a bit too heavy for my taste, I plan to have someone bore it out with 3/4 hole (or 1/2 maybe ?) for about 12 inches. I dont plan on putting anything inside.

Any risk ?.

Please respond with "Brilliant" or "Your an idiot" :D or "I am better than you and this is what I would do...."

I used to make Jump cues and that was what I did to the butt. I drilled it out for about 10" and then filled the back 1/2" of the hole with wood. I thought they worked great.

you could use helium to make it even lighter

this might help

drill it out then fill it with a foam filler like you use to seal cracks around windows and doors in your home. buy it in almost any hardwood store. then plug the last inch with a wood dowel. i think this would accomplish almost the same, but would be much stronger.
