Considering pocket billiards aka "pool" is almost like the national sport to the Republic of Philippines, I'd have to agree with your pick in the year 2010.
I guess I can safely say that the United States is now the underdog in pool and soccer on a global scale.
It may be that they should install pool tables in the prisons. Did you know that one in a hundred adults in America is behind bars? One in 45 Americans are on probation or under parole supervision. One in three high school kids in America will drop out of high school before they graduate.
It is difficult for the United States to produce good pool players today because there's no money to be made in the industry, unless you're a tournament director, an industry member, a stakehorse, or promoter. Pool players themselves, well, the incentive isn't as attractive as it once was.
Of course, if somebody came out with a good book about pool, one that made the bestseller list, it might, just might give it a boost in the States. Time will tell!
