Craziest rack in a while...what would you do?

Hill-Hill at a tourney this weekend:

The 8 ended up in the jaws off the break, and because APA I had to take what I made (solid). I had no balls at the head of the table after the break to try and get the 8 ball out of the pocket, and unluckily for me, after my opponents first shot, he gets really lucky and my 3 ball ends up frozen to the 8 ball...now I am really screwed.

Twice I tried bunting balls toward the head rail, in hopes of setting up a shot into the corner to get the 8-3 out. Each time his dang 13 hooked me from doing that. (anything above the 13 likely doesn't go and/or knocks the 8 in).

His 13 could have bumped the 8 out as he pocketed it. He missed a few shots, I made a few while trying to lock him up for a BIH, but he made some good kicks and I couldn't get him locked up. Anyway, the table ends up like the above picture. with my shot. WWYD?
 
Against a weak players I’m trying to kick the three free and wait for my opponents mistake. Against strong players I’m seeing if I can force this into a stalemate. Perhaps nipping more balls closer to that vicinity and pocketing opponents balls until we hit the point it is clear my opponent and I are not willing to advance the table layout.
 
I'm playing for a stalemate here. Very little chance either you or the opponent can move the 3 out there without dropping the 8 or selling out, so the smart play for both is to re-start and roll the dice on another layout.
If I'm the opponent there's no way I agree to a ReRack.

I win 98% of the time. All I have to do is set myself up so that I can move his three ball just a bit so that I can get to the eight, but not so much that he has a shot even if I give him ball in hand doing so.

Yea if you can move the ball without selling out, or making the 8 or leaving him a safe or a bank. I think the chances or losing are as high as of winning, or close to it, to me that is grounds to go for a re-rack. I don't have a high risk tolerance LOL

The OP is solids it's his 3 ball.
 
Stalemate is best I cam up with as well. This shot on the diagram, I kicked their 13 back down table so they could not use it to nudge the 8-3. Then I bunted the six around, hoping they would make some kind of mistake. When it became obvious they were not trying to make their balls, I started making them. Got down to my 6 and 3 and them on the 8 with BIH.

They made my 6, giving me BIH (The cueball could not fit between the rail and 3 without touching the 3). At this point I offered a stalemate, to which they rightly refused, and on their next BIH, did exactly as David suggested, nudged my 3 ball just a millimeter or so. I knew I was done and tried to nudge the 3 and leave it on the short rail in between the cue and 8...didn't work as he had enough room to get to the 8 and win.

Overall, I had 21 safes in the rack (APA safes are any shot where you are not intentionally trying to pocket a ball), and it was the most miserable rack of pool I have ever played. like watching a train wreck in super slow motion-you know what is coming- but can't do a damn thing to stop it.

If you had not hit the 3 with BIH was there enough room for them to shoot the 8 with BIH?

in my head, I am skilled enough that I was going to at least make them kick at it.....this was what my plan was...

Unfortunately the shot was so thin, and I technically had to shoot away from the ball, and I am not quite as good in real life, and this was the result

You needed to bump your 6 around to the position the 13 was in. Then you could shoot it off the 8 or play a no hit safety battle.
