cuball control on break?

I've read that you have to hit the cueball slightly below center on the breakshot to try to get it to stay in the center of the table. The problem is mine always bounces all the way back to the rail (breaking for 8ball BTW), and I don't even break hard! I break from the center of the table. I've tried hitting with a little follow but then the cueball jumps in the air and it just seems very violent and out of control.

I've practiced my breakshot with the Rempe cueball to make sure I'm hitting where I'm intending and it's pretty close. Any suggestions would be greatly appreciated. Thanks in advance.

Are you sure you are making contact where you are aiming?

Also, a slightly above center hit can produce the stop shot you're looking for. The idea being that since rack has more mass than the CB, the CB after impact with the rack is forced backwards towards the center of the table. Therefore you actually need a tad topspin to make it squat. Check this video:

I do great aiming dead center. All of us jump up a little on the stroke so maybe I catch a little topspin and get the pop'n'squat effect by accident. But mostly I'm not hitting hard enough to pop, and the CB just hops back a little and stops.

The single best tip I ever read about the break is to look at the cue ball last. In fact once I get my line of aim, I am staring at nothing but the cue ball... I do a few slow practice strokes to dial in centerball, and I am staring at the CB during my final delivery also. I greatly resist any urge to glance up and second guess my line of aim or watch the CB smack the head ball. My abiity to squat it went up 1000% doing this.

If you think you're not hitting where you intend, force yourself to do this a few hours. It works. I suggest dead center as an aiming point and if that has no luck, try what DPP said.
