Cue Designs Question

I have been working on a cue design that I might order from Jeff Olney in the near-ish future. The problem is I am having a hard time getting the design drawn up and to scale on my computer. I have some general ideas though and almost complete idea of the design. Can't really buy photoshop just for one design, but wondering if there is any software or easy way to design a cue out there.... I would just draw it but I am deficient at that too!

Have you tried drawing the cue in MS Paint or MS Word?

I used to have Gimp installed on my old computer. Didn't even think of that.
