I would say best is whoever made it, if it a custom and the guy is alive.

Other than that, why do you need "the best"? In fact, "the best" probably isn't interested in touching the work you mention for a price approcahing normalcy.

There are plenty of competent people to choose from, lots on this board even.

I would suggest posting your location so we might can suggest someone close to you. Maybe someone even close enough to go see. That would be best. Tons of cuemakers do quality repairs. So a good local repairman would be idea.
