Cuetec Grip Material

I'm not a big fan of Cuetec cues, but I do have one that I bought just to bang around with, however; I do like the feel of the "Veltex" that they use for the grip.

Is this just liquid rubber that can be sprayed on and then sanded (or whatever) to make it smooth?

Do any cuemakers offer something like this as an option instead of a wrap?

I like that it never seems to get dirty and it can be easily cleaned by wiping with a damp cloth.
