Unfortunately, part of the agreement you accepted with PayPal authorizes them to go into the bank account attached to the PayPal account to recover funds, if necessary. The only way around this...and what I did to protect myself with eBay, was I opened a 2nd bank account, that is not attached to PayPal in any way. Once I receive a payment for an item via PayPal, I immediately request the transfer to the bank account that is attached to PayPal. As soon as those funds hit my bank account, I immediately do an online transfer of those funds to my general bank acccount, which PayPal has no authorized access to.

This is what my bank advised me to do when I had an issue with an eBayer about a year ago that was causing me some problems with a false 'item not received' claim. It was all eventually resolved, but I now have this 'safeguard' in place. Basically, it's a 'dummy' account specifically for Paypal use. I tranfer funds in and out of the account, as needed. Since it is a free checking account with no checks ordered or issued against it...it works out great, and costs me nothing. :)
