If 2 players of equil skill are playing their best wont luck rule the outcome of the match with the rules of nine ball the way they are ?

if a tree falls in the forest while you're at home rubbing peanut butter on yourself, will the peanut butter taste better to your special lady friend?
 
when you break out a cluster you should know what the result is going to be and be pretty sure youre going to have a shot when you are done otherwise you should leave it alone. if you just hope for the best and bust it up then you are just relying on luck and if you dont get the result you want then it was a bad shot and you can only blame yourself. watch as clusters are broken up in a long 14.1 run. no luck. just skill. as for the break i have seen pros time out very consistant breaks and when you havent found the spot its time to use your skill to make an adjustment. again no luck involved.

If you can predict where every ball is going when breaking clusters or breaking in general, you are obviously a much better player than everyone I know. In my experience, the balls just don't always go where planned.
 
My answer: depends.

I think that part of the answer is dependent upon a sliding scale of sorts. 2 factors being the ability of the 2 opponents and the length of the match.

If the 2 players suck, there will be much more luck involved than 2 players that play near perfect pool.

That being said, luck would definitely be a deciding factor between 2 terrible players in a short race whereas luck would hardly play a part at all between 2 world class players in a marathon match.
