Usually that sort of problem is related to your video card. You can try updating the card's drivers. If unsure what kind of card you have, click start, then click run, then type "devmgmt.msc" without the quotes. Press enter. Click the + next to "display adapter" and it should list a card. It might say for example Nvidia 8600 or something like that. Google that, plus the word driver. You want to download your newest driver off the nvidia.com or ati.amd.com web page. Double click the file and it should install the driver. You may need to restart after. Then see if the fullscreen works.
