I am far from the "Pool Police", but in this case Earl embarrassed himself, his teammates, and the US of A. I feel he should no longer be allowed to earn the right to represent America in any international team event for his behavior.
Earl is a great player and based on his ability he deserves his spot on the team, but based on character, definitely not. I feel in a team event, character is a huge factor when representing your country.
As far as Earl's behavior in other tournaments, such as the 2005 US Open against Ralf Souquet, I believe some type of progressive punishment should be adapted in writing to deal with this behavior for all players. Example: 1st offense, warning; 2nd offense, ban from a future event; 3rd offense, ban from multiple events; etc. The important part of this would be that everyone should be aware of these disciplinary actions ahead of time so there are no surprises & that it applies to everyone...not just Earl. Although it could be called the Earl rule

.
JMO and suggestions off the top of my head.
Would Kevin T. stand for this behavior on his Tour? I wonder.
