After seeing the cue I don't think the line is a repair. I had a Tim Scruggs from Cue and Cushion in St.Louis that a very similar line in the forearm. Bob Huddlestine at Cue and Cushion told me if the line ever opened up he would refund my money. It is just natural to that piece of wood.
 
I can't tell if the line goes all around the cue. If it does might be a repair. If not it might be natural. I did repair a cue for a friend that snapped off at about the sane place. There was a line all around but at least it saved the cue and he could play with it.

Definitely two pieces of wood - take a closer look at the grain lines above/below the line in the closeup picture again. That isn't natural. Just mentioning so people know what to look for. With that said, heck of a repair job on this because you probably wouldn't notice it unless you were looking for it. Looks like the OP chimed in confirming this too.
 
Yea, Don is right. My eyes focused better today and I can see the line going all around. At 74 years of age I ain't what I used to be. Lol
