They look like exotic blanks to me! Still needs to be turn down and add your own personal design. These blanks are great canvas for those that have CNC capability. I've personally converted a few of these as merry window cue with 3/8-11 pin and they sold fast locally at $250.00 with one shaft.
Quality Cored Ebony, 3 pts splice, floating rosewoods sound exotic to me and I think because we don't have many of these design and once they're gone, they're gone!! This is a great deal for new builders....easy to convert and economical for your buyers. Good Luck.
