What do you think the middle ferrule is made from

Colour says Micarta of some sort, but the surface looks more like some sort of plastic. Is this an old cue by any chance?

Cue was made about 15 years ago

Looks like Marblite from the Marblette company that Palmer and Cue makers from New York at the time used. The Company closed in 1982 but the material was still being used, even today.

Old cue balls would turn that color with age and some cue makers would cut them up and make ferrules.
Here is a chunk I cut from a cueball about 15 years ago ...

Implex is white, and stays white. It's acrylic

Dennis Searing and Harry Richards both confirmed about 20 years ago that the yellow material on a helmstetter i owned was implex. I'm not going to argue, i just took their word at the time
