You just add "&t=" to the end of the link plus the time that you want to specify, so for this 2nd link it's about 65 minutes and 0 seconds so put "60m00s" also.

So the original link is: https://www.youtube.com/watch?v=VW4aq9stcDE

add "&t=65m00s" to the end of it and you have this:
https://www.youtube.com/watch?v=VW4aq9stcDE&t=65m00s

Presto!! That link will send the user to exactly 60 minutes into that video, I think there is another way to link to a specific time but this one is pretty easy. Let me know if it's still confusing and I will try to answer your questions or explain it better.

On most YouTube videos you can click on the "Share" button and it will give you a box to select "start at" in the link. If you are paused at the time you want, that's the time that will be put in. This video does not do that for some reason. Maybe because it was live recorded?
