I bought 2 of the regular & ground one of them flat...JER
?? Not busting your balls but, If you don't have a lathe what are you doing that would require needing a tap? Are you trying to make an existing shaft threads deeper?
I am not sure if your cuemaker wants a flat bottom thread pitch or a bottoming tap. I have not seen flat bottom thread pitch taps. I am not sure what you would need it ground that way for. The hole you drilled already provides the flat bottom. He only needs a regular 3/8-10 tap to install the 3/8-10 flat minor diameter pins or to make shafts for one. If he needs a bottoming tap just grind the end of a 3/8-10 plug style tap to get rid of the plug style tapered lead in.
Honestly Ive never been able to just buy a bottem tap!oh so this is more complicated then just buying another tap. ok back to the drawing board
