Foul or no foul?

I had a situation come up where I was shooting solids in 8-ball, CB fouls only, and was frozen to a stripe, shooting directly away from the frozen ball at a solid. I needed a little draw on the shot, so I jacked way up to hit down on the back of the CB, but it occurred to me that when I hit this way, my cue would deflect off the back of the CB into the stripe at the end of the stroke. I asked the ref what I could legally do, and he said if the tip hit the CB first and then moved the stripe, it was legal, but if the tip hit the stripe on the way to the CB, it would be a foul. I took the shot without further questions since I knew I could make a legal hit by that definition, and to my surprise didn't end up moving the stripe at all, but thinking about it afterwards, I didn't quite understand his interpretation of that rule.

Does anyone know if these rule changes will be adopted by the BCA and WPA? Reading the Introduction, it sounds like the document only applies specifically to the BCA Pool League, while the BCA and WPA websites still have the same rules as before.

Thes are NOT the World Standard Rules that a lot of Tournaments use.
Just to clarify the "new rules" they are strickly for the BCA Pool League.
The new rules have been modified with a lot of effort to making the rules 'read' better and also try to eliminate and 'interpretation' that changes with who is reading the rules.
Good definitions, good graphics and clear writting skills have made this NEW rule book for the BCA League

The WPA rules revision to be proposed (and possibly accepted by the WPA General Assembly in November to be effective January 1, 2008), is being finalized now. The BCAPL participated in the initial review and revision session a year ago, but decided not to accept the new World Standardized Rules, and has written its own set with many minor differences. I think it's great that the BCAPL is willing to put effort into making more clear, detailed rules. However, I think it's equally important that there be a single standardized rule set used between the WPA, BCA, and BCAPL. I hope there's a chance for the rule sets to merge in the future (2009?).
