For a simple "Cue-Ball fouls only", sure is a lot of nonCue-Ball touching is a foul rules. Takes away from the purity of "Cue-Ball fouls only" rule.

... That is definitely not within the intent of the CSI rules, and I think not within the intent of WSR. I'm guessing Mr. Jewett will likely concur with the WSR opinion.
So far as I know, all sanctioned WPA events are all ball fouls, so the issue disappears.
Certainly the intent of the WSR special regulation that mentions "cue ball fouls only" is that a ball moving with the stroke and possibly before the tip-ball contact is not a moving ball foul.
