I often rack the one ball above the spot because otherwise the one will roll up above the spot away from the rest of the rack because that's where the crater is. If that's the situation on the table, I expect my opponent to rack high to get a tight rack. Or at least not leave the one ball totally loose.

Sounds like someone didn't enjoy his last tournament too much.
You pretty much confirmed my hunch. Everybody always assumes the worst when it comes to racking. Sometimes even the top players get tired of the whole thing and they just rack them quickly and get on with it.
I dot know what the real rule is I'll leave that up to the tournament director or whoever for the event.
What the rule should be though is the guy in the chair should not even be allowed to look at the rack. The guy in the chair should just, drum roll, stay in the chair. That's all he should be allowed to do. We don't allow the second baseman to run out onto the field when his team is up. I see pool as exactly the same scenario... the player has missed and there is one designated spot he must be, and he shouldn't be messing with the rack or speaking with the other player who's at the table. There's too many people in pool who want to get involved because the other guy is playing good. Straight out should not be allowed. People are allowed to play good and the other guy needs to sit down and take it because that's the game. When it ain't your shit you ain't in the game.

Unfortunately there are players who cheat with the rack. At the US Open 9-Ball I saw a match where both players were cheating. One was pattern racking, which was explicitly forbidden by the rules. The other was gapping the rack so that the wing ball would go in even though the nine was racked on the spot. Strangely, neither player complained.
can't say it would ever occur to me to check an opponents rack playing rack your own. especially if it's alternate break. if it's winner break and it seems he's doing something sheisty, maybe. but playing alternate break it seems interesting that this situation just so happened to come up when he was on the hill...
