Would there be any difference in hit between

A. Plain Jane Bacote handle into Bacote Forearm
B. Full splice Bacote handle into Bacote Forearm

Yes, and the methods can differ in how a plain jane cue is constructed also.

I would wager that no one will be able to tell the difference, (it will come down to a 50/50 guess) if both cues are weighted and balanced the same.

You could go one better, letting your test subjects hit with the cues before AND after you make them look identical.

The full splice and the one-piece would weigh and balance the same since neither would have an A- joint.

But we have shooting artists here who prefer the hit of 3/8 10 over 3/8 11. Surely you won't be able to fool them................
