I used to do this to people with the water fountains in the engine room of the carrier I was on. A quarter inch gasket punch and a coke bottle cap made a good orifice plate with a thumb tack sized hole in the center. It's amazing how many people don't push the handle, look at the water, and then lean down to drink.
That might leave you a little water logged rather than cleansed I suspect!
Talk about deep cleaning!

We used to go down the Embarcadero In SF and as we waited at stoplights, we would tell tourists, "Oh, excuse me, I think you dropped something..." then we would drive off as they stood around checking their pockets and looking on the ground. Pretty bad, but still funny.
