Is this supposed to be anti Bill Gates, or is it supposed to make us laugh at conspiracy ideas? Genuinely curious. He's got his fingers in a lot of stuff for sure, but this cartoon is pretty confusing, not a very clear message.

If it is anti gates, it is basically pandering to the first degree, pandering never makes good entertainment, not is it very clever. It shows lack of creativity on the part of the artist and/or him not respecting his audience's intelligence.
None of the political BS is clever or entertaining. It's more like a circle jerk.

This is true.
What is also true, is if the question being asked is based on no evidence. Science works by the peer reviewed method. Evidence against Science does not include a person's lack of ability to understand scientific evidence.
The Earth is not flat, you can question that all day long but if you cannot prove it with evidence then you fall into the category of a belief system and can be ignored.

Scientists, many educated and respected scientists, also said the boundary of the universe was only the Milky Way. The people that questioned that premise were also said to lack the ability to understand scientific evidence.

Science changes as evidence comes forward. But, your reply is typical of talking about an example without providing citations.... The scientific method works just fine, you are on a digital device on the internet thanks to its constant progress and ability to adapt.
