Fair or livestock show time. Especially the bulls get primped up fancier than a Bourbon Street Whore! Can't see it in this picture but the tuft of hair on the end of their tails is teased into a perfectly round ball!

That's a common sight at fairs here also for steers and heifers and the bulls .
At the Houston stock show and rodeo this year a young lady received a million dollars for her steer which is a record pay out for a steer as far as I know .
