It's called a "meme". I'm 100% it's photoshopped.
I don't think it's photoshopped. I fooled around with it, but there are some aspects that are very difficult to recreate in Photoshop.
The picture is of a red Toyota Yaris in Kiev, Ukraine in October 2012. I have seen sharper enlargements and it looks like to me that the car is actually on the balcony. It's too old to find anything of substance on the shot. There was speculation that it was a stunt by Toyota, but I'd think they would have documented it and you'd be able to google and get some info. I just see the article from the British rag The Daily Mail and nothing else of substance.
EDIT A FEW MINUTES LATER: Yep, it's real and not photoshopped.
I got to thinking that if it was a promotion for Toyota, there would be an advertising company behind it. Turns out, they did promote and show the behind-the-scenes stuff in an online clip released in 2013. Enjoy!
